Local government in Devon is changing. The Government has decided that from April 2028, four new unitary councils will replace Devon’s existing councils and will deliver all services in their areas (provisional names are being used to help describe the changes).

Future Devon brings you the latest information about local government reorganisation (LGR) in Devon and explains how we will work together to transition to these new councils.

    All 11 Devon councils engaged with residents, businesses, and communities. The public consultation period has now closed.

    Government decision

    The Government has determined that four new unitary councils will be established in Devon.

    Structural Changes Order

    A draft Structural Changes Order will be laid before Parliament. This legal order sets out how the existing councils will be dissolved and how the new councils will be established.

    New unitary councils come into existence, delivering all local government services to the communities of Devon under a single-tier structure.
